I. Introduction
IREX, (International Research & Exchanges Board), under the scope of G-MEDIA program is seeking proposals from qualified organizations to provide Strategic Planning Services for IREX/G-MEDIA sub-grant recipient Caucasus School of Journalism and Media Management (CSJMM) at the Georgian Institute of Public Affairs (GIPA).

II. Project Requirements

A. Background

IREX (the International Research & Exchanges Board) is the premier US nonprofit organization specializing in higher education, independent media, Internet development, and civil society programs in the United States, Europe, Eurasia, the Near East, and Asia. Since its founding in 1968, IREX has supported over 15,000 students, scholars, policymakers, business leaders, journalists, and other professionals. IREX serves as a major resource for universities, governments, and the corporate sector in understanding international political, social, economic, and business developments.

About CSJMM

IREX/G-MEDIA grant recipient the Caucasus School of Journalism and Media Management (CSJMM) is one of three graduate schools at the Zurab Zhvania Georgian Institute of Public Affairs (GIPA), a non-profit organization concerned with building capacity for effective government, media and civil society. CSJMM currently offers three master?s degree programs: Journalism and Media Management; Journalism and Communication Management and Public Relations. In addition to its degree granting courses, CSJMM trains students and professionals in non-degree programs and trainings.

B. Task Description

IREX is seeking a vendor to facilitate a strategic planning process for the Caucasus School of Journalism and Media Management (CSJMM) that will provide guidance to its management for future decision making and continuous development of its programs and services. The purpose of the strategic planning process will be to assist in (1) determining the local needs which should be addressed; (2) developing a comprehensive and effective 10 year strategic plan.

C. Scope of Services

IREX is seeking a vendor who can assist CSJMM in developing Strategic Plan that will ensure achievement of its mission: to support the development of independent media in the Caucasus by means of educational and training programs in journalism, communication and media management. The school?s philosophy is that journalists? well-grounded in skills to report fairly and accurately and communication specialists ? facilitating a free access to information? will raise the level of journalism where they practice, and will serve the public by providing truthful information and upholding the highest ethical standards of the profession.

IREX is seeking the best strategy that will enable CSJMM to accomplish its mission by (1) exploiting the opportunities and strengths while (2) neutralizing its threats and (3) and correcting (or avoiding) its weaknesses.

IREX recognizes that development of a long range plan should be done as a collaborative process. The strategic planning will include planning, facilitating and evaluating a Planning Retreat with the CSJMM management and staff and, IREX/G-MEDIA representatives to:
? Review and revise, as necessary CSJMM vision and mission statements
? Develop short and long-long term goals and objectives
? Develop key strategies
? Develop key indicators and outcomes that can serve as the basis for performance measurement

The location, cost and event planning of the retreat will be coordinated through IREX/G-MEDIA.

D. Deliverables

Contractor will be responsible for submitting the first draft of the Strategic Plan to IREX and CSJMM for review. After making corrections and revisions to the draft, contractor will make official presentation of the final Strategic Plan to CSJMM and IREX representatives. The dates for submitting the first draft and final Strategic Plan will be specified in the agreement between IREX and Contractor.

IREX anticipates that successful development of a strategic plan will lead to a follow-up project in which vendors will be asked to submit proposals for execution of the plan and direct implementation assistance.

C. Proposal Format

Proposals must be submitted in BOTH hard copy and electronic copy in English before the deadline and should contain the following:

1. Summary of organization?s background and experience in similar projects. Vendor must have minimum of (5) years of experience in facilitating the strategic planning process for an educational institution or similar type of organizations.

2. Name, phone number and address of at least three references from similar contracts.

3. A brief synopsis explaining how the vendor sees CSJMM?s needs and how Vendor plans to meet these needs.

4. A detailed description of the proposed plan to achieve the Scope of Services, Section II, as understood by the vendor and the proposed timeline.

5. Cost. Budget proposal excluding VAT which itemizes all costs required to accomplish the work by task. To itemize salaries, indicate each project team member?s name and title, estimated number of hours to work by each, the hourly wage for each, and each employee?s total salary for the work. Hourly wages submitted shall remain in effect until project completion. If the estimated number of hours worked is exceeded, IREX bears no responsibility to compensate for those hours.

6. Resumes of key staff that will be assigned to the project;

7. Certificate of company registration;

8. Proof that company does not have debts to the tax authorities;

9. Any other pertinent information needed to evaluate proposal.

E. Proposal Condition

A. Contingencies

This request does not commit IREX to award a contract. IREX reserves the right to accept or reject any or all proposals or any part(s) of any or all proposals if IREX determines it is in the best interest of the IREX and CSJMM to do so.

B. Evaluation Process

All proposals will be subject to a standard review process developed by IREX. This includes technical review and evaluation, as well as cost evaluation. The primary consideration shall be the effectiveness of the organization in the delivery of comparable or related services based on demonstrated performance. Performance factors to be evaluated include past experience, delivery date of Strategy Document, cost effectiveness, quality of service, ability to provide complete and through documentation as required by IREX.

Responsive proposals will be evaluated and scored on the following criteria:
? Cost Effectiveness (25%)
? Qualifications of key personnel (25%)
? Quality and appropriateness of the overall methodology and planned activities (30%)
? Organizational capacity ? ability to provide complete and through documentation as required (10%)

C. Incurred Costs

This request does not commit IREX to pay any costs incurred in the preparation of a proposal in response to this request and Proposer agrees that all costs incurred in developing this proposal are the Proposer?s responsibility.

D. Contract Award

Contract will be awarded based on a competitive selection of proposals received.

E. Contract Negotiations

IREX may require the potential contractors selected to participate in negotiations and to submit revisions to pricing, technical information, and/or other items of their proposals as may result from negotiations. The contents of the proposal of the successful Proposer will become contractual obligations, subject to negotiation, and failure to accept these obligations in a contractual agreement may result in cancellation of the award.

(AP) ? Weaker than expected factory production in Japan has underscored the fragility of its economic recovery as growth throughout Asia slows.

Softening demand for exports led to the first decline in industrial production in the world's third-largest economy in three months, the government said Friday, though it reported modest improvements in employment and consumer confidence.

The news cast a pall over share markets in Asia, already jittery over the pending release Sunday of Chinese economic indicators. The Nikkei 225 index in Tokyo fell 0.3 percent to 10,083.56.

The 1.2 percent decline in industrial output in February was worse than expected and reflected lagging output in the transport equipment, electronics components and machinery industries. Production of cell phones, large passenger cars and liquid crystal devices also weakened, the government said.

"Whether this recent trend will be sustained will depend on the extent of the recovery in Asia," said Masayuki Kichikawa, an economist at Bank of America-Merrill Lynch. "The uncertainty over Chinese data is a very important factor."

The devastating tsunami in March last year ? and a shift of manufacturing overseas to cut costs and reduce damage caused by the strong yen ? plunged Japan's trade account into the red in 2011 for the first time since 1980.

Slowing growth in powerhouse China, the debt crisis in Europe and continued frailty in the U.S. economy have further bit into demand for exports, which remains the strongest driver of growth for Japan.

Despite February's relatively weak number, output is forecast to rise 2.6 percent in March and 0.7 percent in April, as growth accelerates due to a pick up in rebuilding of northeastern regions devastated by last year's disasters.

Kichikawa said he expects the economy to "bottom out" in the second quarter of the year, boosted by strengthening demand for industrial materials such as steel, nonferrous metals and chemicals.

"We think production in Japan is on the uptrend, mainly due to reconstruction demand," he said.

Japan's economy shrank at an annual pace of 2.3 percent in the fourth quarter, also hit by slowing public investment due to political bickering that delayed parliamentary approval for a 12 trillion yen ($156 billion) extra budget for tsunami reconstruction.

The economy contracted last year by 0.9 percent from 2010, when GDP grew a robust 4.4 percent. In 2009, the economy shrank 5.5 percent.

In its latest economic assessment, however, the Organization of Economic Cooperation and Development forecast that Japan's growth would lead that of other major industrial economies in the first quarter, at 3.4 percent.

In other data for February, Japan's consumer price index showed a stronger than expected increase in February of 0.3 percent from the year before, to 99.8. It was up 0.2 percent from January.

Forecasts had been for virtually no change in the index.

Rising costs for fuel and food were the main factors pushing prices higher, the Statistics Bureau reported.

Although rising crude oil prices threaten to further push production prices higher, slight gains in inflation are viewed as a positive for an economy that has been wrestling for years with deflation, or falling prices, which can be a drag on economic growth.

Meanwhile, unemployment fell in February, to 4.5 percent from 4.6 percent in January.

The Ministry of Health, Labor and Welfare reported that the ratio of job offers to job seekers rose to 0.75 in February, up from 0.73 in January. It was the highest figure since November 2008, the ministry said.

Consumer confidence also rose, reflected in a 3.5 percent uptick in retail sales, the largest year-on-year gain since August 2010, the trade ministry reported Thursday.

Demand was also boosted by government subsidies for car purchases, which rose 21.4 percent from a year earlier in February, after jumping 24 percent in January.

(AP) ? Germany's new president praised Poland as a land of freedom and expressed remorse over the cruelty inflicted by Germany on the country during World War II, in a first foreign visit heavy with symbolism.

Joachim Gauck's words of reconciliation and warmth for the eastern neighbor were made Tuesday in Warsaw four days after he was inaugurated into a role that carries more moral authority than real power.

Trips to Poland by German leaders always carry a degree of symbolic and emotional weight due to persisting memories of the war. In recent years, some German leaders have made their first visits abroad to Poland, though France remains a common destination too.

Though the two countries are strong allies today, many older Poles remain bitter, and negative stereotypes on both sides still exist. Gauck, who is 72, noted that he remained conscious of German "guilt."

"It's been a big joy for me to be received here with an openness and warmth that I would never take for granted," Gauck said. "I am an older German, born during the war and deeply remember the changing history and the brutality of Germans before my time toward Poland."

A former Lutheran pastor and democracy activist in East Germany, Gauck also spoke of the inspiration Poland was for him during the 1980s, when the Solidarity movement led by Lech Walesa struggled for freedom in Poland.

"For me, Poland is the European country of freedom," Gauck said during a joint news conference with Polish President Bronislaw Komorowski. He said that while there were political considerations for coming to Poland first, the decision above all "came from the heart."

Komorowski, who was also an anti-communist dissident, gave Gauck an original historic poster of Solidarity.

Gauck appeared surprised and moved by the gift, and said he already has the same poster hanging in his home. He said the new one would be displayed in his office.

He thanked Komorowski, and the leaders shook hands and then hugged.

Poland and Germany today belong to the European Union and NATO and are major trading partners. The presidents said they discussed ways to deepen their ties further, for instance through youth initiatives or rock concerts ? with Gauck saying he would attend such a concert despite his age.

Kim Kardashian to Press Charges Against Flour Attacker; PETA Tells Star to "Get a Life"


After speaking to her PR team and being told what to do thinking about the act of violence perpetrated against her on a Los Angeles red carpet last week, Kim Kardashian has decided to press charges against the woman who threw flour all over her.

She will reportedly contact law enforcement officials over the next few days and take the appropriate steps.

In response to this decision, PETA has gone on the attack against Kardashian. That lame organization denies involvement in the act, but has released a statement that reads:

If she presses charges, at least people will be constantly reminded of her selfish, callous disregard for the cruel deaths that she causes by wearing fur.

How much better it would be if she decided to evolve and enhance her image by donating her vulgar furs and exotic-animal skins to the homeless. The activist acted from the heart, something Kim doesn't seem to have. If anything, Kim should get a life, the very thing that she denies animals.

Icy interventional radiology treatment controls metastatic breast cancer with less pain and no major complications

Individuals fighting metastatic breast cancer, where the disease has progressed to other areas of the body, may finally have another weapon in their arsenal: percutaneous cryoablation. The cancer treatment could potentially be used as a last line of defense to halt individual spots of remaining metastatic disease by freezing and destroying tumors, say researchers presenting a study at the Society of Interventional Radiology's 37th Annual Scientific Meeting in San Francisco, Calif.

"Breast cancer is the most common cancer in women, causing 1 million new cases and killing 370,000 people worldwide each year, and approximately 10,000 to 15,000 cases of stage IV breast cancer occur in the United States annually," said Peter J. Littrup, M.D., director of imaging core and radiology research at the Karmanos Cancer Institute in Detroit, Mich. "If you envision cancer treatment as a three-legged stool: you have radiation therapy, surgery and chemotherapy. "Stage IV metastatic breast cancer means tumors have spread widely from the primary tumors in the breasts to other tissues of the body. This stage of disease is currently viewed as incurable and associated with a low rate of survival. While less than 5 percent of those are initially diagnosed with metastases, an estimated 25 to 40 percent will develop these additional tumors, which are notoriously difficult to wipe out, even with multiple forms and repeated rounds of treatment," said Littrup. "At this point, treatments are considered palliativewith the intent to keep metastases at bay while hopefully providing individuals more time and improved quality of life, rather than a complete cure. But after mastectomy, radiation and chemotherapy, it is time to try something new," he added.

"Why should people have to keep changing from one expensive chemo drug to another when there are just a few remaining spots?" said Littrup. "Cryoablation could offer these individuals a new treatment option," he added.

Most commonly, these metastatic tumors take up residence in the liver; the lungs and pleuraa thin layer of tissue that wraps around the lungs; the soft tissues; the kidneys; and in the bone. Percutaneous cryoablation essentially comes in and cleans up single tumors that persist after first and follow-up treatment. This interventional radiology procedure involves the use of tiny probes inserted with a catheter from a small cut in the skin and then guided to the tumors, at which point pressurized argon gas is introduced, turning the tumor into a ball of ice, effectively killing the cancerous tissue. Helium gas is then pumped in to help release the needle. This process is guided by medical imaging such as computed tomography (CT) or ultrasound, which capture the procedure by picking up the distinct densities between the normal tissues and frozen cancer tissue; the ice ball can be seen as a clearly defined darker mass, as it has a lower density than the surrounding tissue. This treatment could provide a valuable alternative to other spot-therapies because there is minimal damage to surrounding healthy tissues and the side effects and recovery time are dramatically reduced when compared to those of other therapies, said Littrup.

"Cryoablation as a targeted therapy is beneficial because it can significantly reduce discomfort and incidence of disease," said Littrup. "It's a much better option, we think, than surgery, especially since many metastatic patients are not candidates for surgery, and it may potentially lead to longer survival if it coincides with more data concerning primary metastases in other regions of the body," he said.

For the study, a total of eight people with nine tumors received percutaneous cryoablation procedures guided with CT, ultrasound or a combination of both methods. Six of the eight subjects had formerly undergone at least a single mastectomy prior to treatment with percutaneous cryoablation. The secondary tumors of these people were found in the liver, lung and kidney. There were no serious complications and all procedures were considered successful. All individual tumors remaining in the body were found and the local cancer did not recur. The median overall survival for those in the study was 46 months, and 25 percent survived past the five-year anniversary of treatment. Researchers conclude that percutaneous cryoablation could potentially be used as an effective alternative treatment for metastatic breast cancer, especially with the promising results they have had with many more patients suffering from other types of metastatic disease.

"This therapy provides a minimal rate of cancer recurrence and no major complications, making these ice balls ideal for targeting metastatic tumors that are limited in number and location," said Littrup. "This is a preliminary study, and at this point we're hoping that the evidence could be a stepping stone for a bigger study to look at more patients. If we can get more data that supports percutaneous cryoablation for metastatic breast cancer, it could be a huge finding," he added.

Icy interventional radiology treatment controls metastatic breast cancer with less pain and no major complications

Individuals fighting metastatic breast cancer, where the disease has progressed to other areas of the body, may finally have another weapon in their arsenal: percutaneous cryoablation. The cancer treatment could potentially be used as a last line of defense to halt individual spots of remaining metastatic disease by freezing and destroying tumors, say researchers presenting a study at the Society of Interventional Radiology's 37th Annual Scientific Meeting in San Francisco, Calif.

"Breast cancer is the most common cancer in women, causing 1 million new cases and killing 370,000 people worldwide each year, and approximately 10,000 to 15,000 cases of stage IV breast cancer occur in the United States annually," said Peter J. Littrup, M.D., director of imaging core and radiology research at the Karmanos Cancer Institute in Detroit, Mich. "If you envision cancer treatment as a three-legged stool: you have radiation therapy, surgery and chemotherapy.
